File a new claim with the carrier. Required fields: tracking_number,
carrier, claim_type, description, amount_requested. The claim
starts in draft status and may be advanced to pending/filed as the
carrier processes it.

first_name, last_name, address_line_1, city_name, state, and
zip_code are optional recipient fields. Supply them for DHL eCommerce
(name) and USPS (name and address) claims when this information isn't
available on the carrier invoice.
